Alois Rudolf Václav Netsch was born on 10 May 1844 in Radenín, no. 1 (chateau) in the family of Jiří Netsch (born about 1810, died 30. 1. 1873 Mníšek pod Brdy, Prague – West district), forest official, sworn land surveyor, and forest tax collector on the estate of Jindřich Kolowrat-Krakowski, and his wife Rozina, née Mikšíčková, originally from Cheb. Later, Netsch's father worked as a chief forester in Mníšek pod Brdy,which was also Alois Netsch's home jurisdiction. On 17. 2. 1873 in Prague in the Church of St. Havel in the Old Town, he married Mathilde, née Andres (born 2. 7. 1849 Prague), daughter of Johann Andres, a Prague burgher and butcher. He came to Jihlava in 1874 from Bechyně, where he had worked as a civil engineer on the estate of Prince Karel Paar. In the extant application for a building concession in Jihlava dated 12. 10. 1874, to which he attached 25 appendices, he stated and proved, among other things, that he had perfect command of both languages, both written and spoken, that he had graduated from the Polytechnic Institute in Prague, learned the bricklayer's trade, participated in the construction of several high-rise buildings in Prague, and had taken the builder's exam in 1869 after completing the required work experience and passing the exam at the Prague Vicegerency with the result "particularly competent". He was also an approved civil surveyor. The application also shows that he taught geometry and the science of building structures as a supply teacher at the Secondary Regional School in Linz. After passing the examination in Jihlava, the provincial court in Prague appointed him as an expert in civil engineering and Netsch then worked as a section engineer on the construction of the Plzeň-Březno railway (Bahnstrecke Pilsen-Priesen). In the marriage register of the parish office at St. Havel in Prague, he is listed as a civil engineer in Vienna, living at Althan Street 17 (Althanstraße) at the time of his marriage, in early 1873. A licence for Jihlava was granted to him on 17. 10. 1874.

In 1877, Netsch left for Prague. On 21. 9. of the same year, the Jihlava City Council issued a reference certificate to him, in which, among other praises, it is stated that he was actively engaged in the building trade in Jihlava and its environs, where he was in charge of larger buildings. The Evangelical church in Jihlava, where he showed such taste and elegance that the building is the pride of the city, is mentioned as an example.

In Prague, he registered for residence on 11. 10. 1877. He was granted a building licence there on 14. 6. 1878, and he gave it up in 1880. He lived in the New Town, at no. 1494. At the beginning of 1882, he and his wife were granted the right to live in Prague, as well as burgher rights. He died on 5. 11. 1882. He is buried in Olšany Cemetery (Olšanské hřbitovy). On 4. 5. 1883, his wife moved to house no. 17 in the New Town, which belonged to her father.
